POSITION: Supervisory Consular Assistant (FSN-9)

The U.S Embassy in Ulaanbaatar is seeking an individual for the position of SUPERVISORY CONSULAR ASSISTANT.
BASIC FUNCTION OF POSITION:
Senior FSN Supervisory Consular Assistant responsible for handling American Citizen Services, including duties such as preparing passport applications, affidavits and other notarial services, and working with local police, hospitals and other organizations in difficult ACS cases. With no DHS at post, assists Consular Officer with IV functions such as adoption, accepting petitions, providing information on Visa Lottery, assisting with social security benefits, etc. Assists with NIV interview process, document collection, case file management and fraud investigation.

QUALIFICATIONS REQUIRED

a. Education: University/ College degree is required.
b. Prior Work Experience: Minimum of five years work experience, three years of which should have involved visa/ immigration-related work.
Language Proficiency: Level IV (Fluency) speaking /reading/ Writing English, level IV (fluency) Speaking /reading/Writing Mongolian is required.
c. Knowledge: An excellent knowledge of applicable immigration laws, regulations and procedures in 9 FAM, 7 FAM, DHS regulations, precedent files, ACS and NIV SOP’s. Strong familiarity with Mongolian government organizations, including police, immigration, transportation companies, and MFA, as well as private hospitals and doctors. Must be familiar with local adoption regulations and agencies. Successful completion of the full ACS, NIV and IV distance learning courses and some basic leadership or supervisory training, special consular services and federal benefits functions.
d. Skills and abilities: Leads FSNs to solve cases that often have no precedent and whose outcomes can affect a customer’s personal well being, showing compassion with distressed victims, bereaved NOK, patients, arrestees, etc. Can show FSNs how to proceed in a calm manner, producing reasoned results without compromising the USG’s others to take action without having the authority to compel them. Recommends staff for awards and counseling. Highly developed oral and written communication skills to transmit complex statistical information, write letters and reports. Can train junior FSNs or newly arrived FSOs or FSNs. Operates a personal computer and consular databases.


ADDITIONAL CRITERIA
a. Management must take into consideration anti-nepotism, conflicts of interest, budget, and residency status issues in determining qualified candidates.
b. Current employees serving a probationary period are not eligible to apply.
c. Current employees with an Overall Summary Rating of “Needs Improvement” or “Unsatisfactory” on their most recent Employee Performance Report are not eligible to apply.
d. Currently employed U.S Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
e. The candidate must be able to obtain and hold a security clearance.
